In 1968 the General Conference, at the proposal of the Board, adopted a system of electoral groups, which was established for the sole purpose of electing the members of the Board. It was a reaction to an imbalance in the distribution of seats on the Board, which increased with each session of the General Conference. For the fifteenth session, on a provisional and experimental basis, a system of electoral groups of Member States was established which governed only elections to the Executive Board.
The results of the new system were examined in the light of the experience gained at that session.
This new system gives each group a certain number of seats, which is readjusted by the General Conference whenever it decides to modify the total number of seats on the Executive Board.
